How each profile is written
The method is designed for readers worldwide. It avoids a default U.S., NATO, Russian, Chinese, or any other national frame as the universal standard.
- Start with constitutional and practical authority.Describe formal reporting lines and separately label assessed practical influence.
- Separate institutional functions.Foreign intelligence, domestic security, military intelligence, police investigation, financial intelligence, protective security, cyber defense, diplomacy, judiciary, and regulation are not interchangeable.
- Apply the same profile fields.Every jurisdiction receives command, coordination, institutions, oversight, international relationships, tensions, myths, confidence limits, and game-translation sections.
- Use confidence labels consistently.Official, independently supported, assessed, alleged or disputed, and unknown material remain visibly distinct.
- Preserve local terminology.Use official or locally recognized names and explain translations when they affect meaning.
- Include strengths and constraints.No country is reduced to only abuses, only successes, only technical capacity, or only public relations.
- Distinguish effectiveness from legitimacy.An institution can be operationally capable and legally contested, or legally constrained and still analytically wrong.
- Never infer from identity.Nationality, religion, ethnicity, language, profession, diaspora status, or political belief do not establish intelligence activity.
- Keep operational detail bounded.Coverage explains institutions and game systems, not actionable methods for intrusion, targeting, evasion, coercion, or harm.
- Publish corrections and research cutoffs.Leadership, law, and organizational structure change. Every record states its cutoff and remains open to sourced correction.
Avoiding two opposite errors
Bias and false balance are both analytical failures.
Artificial equivalence
Forces every profile to contain matching praise and criticism even when the evidence does not support equal claims or equal confidence.
Evidence-weighted fairness
Uses the same questions, source hierarchy, confidence labels, rights considerations, and correction process while allowing evidence-based differences to remain visible.

Source hierarchy
What can support a claim
Primary and official
Published laws, constitutions, official institutional descriptions, court records, parliamentary reports, multilateral documents, and acknowledged organizational changes.
Independent and technical
Peer-reviewed research, credible investigative reporting, judicial findings, reputable cybersecurity telemetry, historical commissions, and documented oversight reviews.
Attributed and contested
Government accusations, sanctions designations, opposition claims, defector testimony, single-source reports, and anonymous statements require explicit attribution and confidence limits.
Unknown
Classified structures, covert chains, disputed incidents, unclear translations, and unverifiable internal charts remain unknown rather than filled with plausible-sounding invention.
Correction pathway
International fairness requires revision.
Submit a non-sensitive correction with the exact profile section, proposed wording, public source, source date, and confidence basis. Do not submit classified material, personal accusations, private data, or operational information.
